As outlined in APS 1008, the University of Colorado Board of Regents governs the process of forming institutes, and requires that they undergo regular review.  Centers are governed at the campus level and are approved by the campus chancellor.  The policies and procedures for establishing and reviewing Centers is outlined in the University of Colorado Denver | Anschutz Medical Campus policy 1040.
